Mayor Smith and Public Safety Officials Release the Bassett Report, a Review of Public Fire Protect
At the request of city council during budget hearings 2012, Mayor Kevin S. Smith and Public Safety Officials commissioned R.W. Bassett & Associates of Roselle, IL. to review Anderson’s fire station locations, manpower needs, travel times, response distances along with future equipment needs. Mayor Smith Highlights Important Details of the Bassett Study and Reasons for Moving the City of Anderson Towards a More Preventative and More Progressive Fire Department. Reduction in structural fires. Fire Department Records indicate that the frequency of fires in the city is slowly going down which is following the national trend. A review of dispatch records shows there were just fifty-seven (57) actual structural fire calls in 2012, representing less than 0.6% of all department responses. Reviewing operating costs. Due to the closure of numerous industrial facilities, the city has lost citizens, jobs and tax base. The tax base is no longer sufficient to support the budget of the existing fire department. Since 2009, over 90% of the Anderson Fire Departments budget has been directed towards personnel salaries and over one thousand dollars spent on each department run. Reviewing fire station placement. For the size of Anderson, there should be no more than five (5) stations. Fire Stations should be placed at least three miles or more apart to reduce duplicate coverage. Currently, several Anderson Fire stations considerably overlap coverage areas. Public safety officials are developing plans to geographically right-size stations to coincide with the growth of the city. Reviewing staffing levels. The Bassett study reveals that Anderson is above the National Fire Protection Association’s recommended staffing levels for a city its size. Discontinue use of fire equipment reserve fund to fund fire personnel salaries. The equipment reserve fund is intended to fund the maintenance and replacement of fire and EMS equipment. In 2009 and 2012 the fund was used for personnel salaries. The Bassett study was conducted under National Fire Protection Association (NFPA) standards.
