Police seize heroin packets worth up to $10,000 from Lehigh County hotel
Authorities charged a 26-year-old New Jersey man for allegedly selling heroin in parking lot. A 26-year-old New Jersey man is facing drug charges in Lehigh County after authorities seized as much at $10,000 worth of heroin from a Hanover Township hotel room. Pennsylvania State Police charged Delmarlo Amir Humphrey last week with possession and possession with intent to deliver following an investigation into alleged drug dealing at the Scottish Inn, 1701 Catasauqua Road. Humphrey, of Essex County, waived his preliminary hearing today, and the charges were sent to Lehigh County Court, according to a news release from state police. The vice and narcotics unit from the state police's Bethlehem barracks began investigating alleged drug dealing at the Scottish Inn based on a tip that a hotel guest was selling heroin in the parking lot, according to police. Investigators purchased 20 small bags or two bundles of heroin from Humphrey, who was arrested April 16 in the hotel parking lot, according to police. Authorities searched a hotel room and found 1,229 small bags of heroin valued at between $8,000 and $10,000, according to police. Following his arraignment last week before District Judge Robert Halal, Humphrey was sent to Lehigh County Prison after failing to post $150,000 bail.

LifePath administrator admits stealing from special needs clients' burial accounts, court records s
Daniel Pluchinsky, 45, of Catasauqua, was charged Tuesday with taking $5,800 from the Lehigh Valley nonprofit agency, police said. An administrator at a Lehigh Valley nonprofit for special needs children and adults stole $5,800 from the agency, including money that clients had paid toward their own burial expenses, according to court records. Daniel R. Pluchinsky, 45, of the 100 block of Mulberry Street in Catasauqua, admitted taking the money from LifePath Inc., based at 3500 High Point Blvd. in Hanover Township, Northampton County, court records say. As administrator/coordinator at LifePath, Pluchinsky was responsible for taking requests for funds and transferring and distributing funds to clients and other accounts, court records say. His job status was unclear this afternoon: LifePath Executive Director and CEO Paul Coleman did not immediately return a call for comment, and other administrators at the agency were unavailable. Pluchinsky was arraigned Tuesday before District Judge James Narlesky and released on $7,500 unsecured bail. A preliminary hearing is scheduled May 7 before Narlesky. A number listed for Pluchinsky was disconnected, and it was not immediately clear whether he has an attorney. On April 2, Colonial Regional police took a report from Nancy Ingram, director of Lehigh and Northampton county residential services, and Mike Mellow, director of quality enhancement, about a theft at LifePath, court records say. Mellow reported Pluchinsky had withdrawn $4,000 from a LifePath account at Santander bank, and a records check determined the money was never disbursed or accounted for, police said. Pluchinsky, in an April 4 interview with police, admitted he was taking money from LifePath for at least six months to pay off debts, police said. He told investigators he received cash from the bank for burial accounts, which clients set up to pay for their final expenses, according to court records. He also took money to replace money he previously stole, police said; he has since paid back some of the money, authorities said. Then, on April 7, Pluchinsky visited police headquarters to say that, in addition to the $4,000 he took Feb. 10, he stole $1,500 March 25 from one client's account and $300 on April 1 from a second client's account, court records say. LifePath verified for police the money also was missing following withdrawals by Pluchinsky, according to police. He is charged with theft by failure to make required disposition of funds. LifePath, formerly the Community Foundation for Human Development, was founded in 1974 by a group of parents to provide individualized care for their special needs children, according to its website; it established an adult day care program during an expansion of services between 1987 and 1993. Today, LifePath says it provides more than 100 community living arrangements and program sites throughout Bucks, Berks, Chester, Delaware, Lehigh, Montgomery and Northampton counties. Its budget for the fiscal year that ended June 2012 was $47.6 million.
