Eli Lopiccola, 41, no fixed address, was arrested on a charge of assault upon a medical technician. An assault is an attempt, with the ability to carry out, an injury to another person. Coast Hwy & Moss Street | Drug Arrest, Juvenile 4:52 p.m. As the result of a consensual search during a traffic stop after an officer detected the odor of marijuana, a 17-year-old Oceanside boy was arrested for possession of marijuana and possession of scales. He was later released to his mother at the police station.
