Man, 46, faces charges in rape of young girl
A 46-year-old man has been charged with sexually abusing a girl multiple times when she was 8 and 9 years old.Michael A. Chighisola is facing three counts of raping a child younger than 14 and one count of aggravated criminal sodomy in Sedgwick County District Court. Sedgwick County District Attorney Marc Bennett said Friday that all counts fall under Jessica’s Law, which mandates a life prison sentence without parole eligibility for 25 years for those convicted of certain child sex crimes.The charges stem from a report made to Wichita police on March 5. A police incident report indicates that the girl was raped “several times” from August 2008 to Dec. 12, 2009, according to the person who notified authorities. The child, the police report continues, lives with her mother, who “no longer has contact with” her daughter’s alleged rapist.Read more

Lawsuit argues pizza driver, his employer were negligent in doctor’s death
The wife and daughter of a well-known Wichita pediatrician struck and killed by a hit-and-run driver while out for a late-night jog two years ago has sued the driver – who was reportedly delivering pizza at the time of the incident – and the delivery man’s employer.The lawsuit raises safety issues, said Andrew Hutton, one of the lawyers bringing the lawsuit. “Pizza drivers oftentimes are in a hurry between runs, and they need to slow down,” Hutton said. “Pizza drivers need to be careful.” And another issue, Hutton said: “Cellphone usage while driving can be dangerous, and even more dangerous at nighttime.”The lawsuit says that Cody A. Fields was delivering pizza for his employer, Pizza Hut of Southeast Kansas Inc., when his 1998 Ford Mustang hit William H. Whiteside on a Kechi street in April 2012.Read more

Jerone Brown sentenced to two life terms in 2013 homicides
A Wichita man convicted of taking part in the city’s first two homicides of 2013 was sentenced Friday to two life terms plus 19 years in prison. Jerone Brown, 20, was convicted in the shooting deaths of Shawn Rhone and Adji Tampone, who were shot to death in drug-related crimes. He was also convicted of one count each of aggravated robbery, attempted aggravated robbery and criminal discharge of a firearm.He is the third Brown brother convicted in the crimes. Shawn Brown, 21, received the same sentence as Jerone in the deaths of Rhone and Tampone. Milo Brown, 22, was sentenced to life in prison for his role in Rhone’s murder. Kansas Supreme Court sets aside Hard 50 sentence in Wichita homicide
The Kansas Supreme Court reversed the Hard 50 murder sentence of a Wichita man on Friday but refused to rule whether changes legislators made to the law last year can be applied. Justices ruled that the sentence for Rogelio Soto in a 2009 stabbing must be vacated because his rights were violated when a judge, rather than a jury, sentenced him to 50 years in prison with no possibility of parole.The case is the first to be decided in Kansas after a June 2013 U.S. Supreme Court ruling that found juries, not judges, must impose a mandatory minimum sentence such as the Hard 50. Other Hard 50 cases on appeal will likely require district courts to decide the new sentence on a “case-by-case basis,” Soto attorney Kevin Zolotor said. Read more

Former clerk at Twin Lakes license center charged with theft, misuse of funds
A former clerk of Wichita’s Twin Lakes driver licensing office is facing criminal charges of theft and misuse of public funds.Vivian C. Rollins, 60, of Wichita, was charged Thursday with the two misdemeanor counts in Sedgwick County District Court. A criminal complaint accuses Rollins in the theft charge of stealing less than $1,000 in cash from the Kansas Department of Revenue, which heads the state’s division of vehicles and driver licensing offices where she was an employee.In the misuse charge, Rollins is accused of unlawfully using, lending or permitting another person to use public money while working in her official position. The amount of money claimed in that count is also less than $1,000.Read more

Sedgwick County juvenile court judge denies allegations in complaint
The presiding juvenile court judge in Sedgwick County is facing formal complaints that he harassed female prosecutors or staff members, e-mailed biased comments about a lawyer and asked a Wichita school board member to intervene for his wife about a job. In a statement sent by e-mail Friday, Judge Timothy Henderson said: “I am deeply saddened and hurt by these politically motivated charges. … I have worked with these attorneys many years. Only now after I became presiding judge in 2013 and began making changes to juvenile court bringing greater accountability and transparency have these allegations, some as old as 8 years ago, been made. I deny these allegations and look forward to the time that I will be able to respond fully to these claims.”Henderson could face a public hearing on the complaints as soon as next month.Read more
