The Maine Freedom of Access Act, FOAA was enacted in 1959 and grants the people of this state a broad right of access to public records. There are over 300 statutory exceptions to the Freedom of Access Act's definition of a public record. Many of which specifically designate certain types of records, or classifies information within a record as confidential or otherwise not subject to the Freedom of Access laws. Maine's counties are divided into political jurisdictions. There are 16 counties in the state of Maine and collectively 488 organized municipalities consisting of cities, towns and plantations. Maine also has three reservations. Criminal history records and juvenile crime information are maintained by the Maine State Police, State Bureau of Identification.
