Unique structure: state-controlled police
Kansas City is the only major US city whose police department is under state-level Board of Police Commissioners control rather than city government. The Board members are appointed by the Missouri Governor. This dates to the Civil War era and persists today, making KCPD a unique structural case in this dataset. Public records still flow through Sunshine Law; budgetary and operational control rests with the state-appointed Board.
