How Records Work in Maryland

Maryland's court and arrest records run across state, county, and arresting-agency levels. The state judiciary under the Supreme Court of Maryland (renamed 2022) maintains appellate records and the statewide Case Search system. Maryland State Police CJIS-CR holds statewide criminal history. Most local records — deeds, marriage licenses, Circuit Court filings — live at the county or Baltimore City level.

Maryland has 24 county-level jurisdictions: 23 counties plus the independent City of Baltimore, which is constitutionally separate from Baltimore County and handles its own clerk, sheriff, police, and Circuit Court. This independent-city structure regularly trips up people searching for records — if you mean Baltimore City, you can't get the record from Baltimore County's offices, and vice versa. Larger jurisdictions tend to have better online access; older records may require a clerk's office visit.
